Hillyard Streetscape Design Approved;

Smooth Rolling for the TE Application

With regards to the TE [Transportation Enhancement] grant application for the Market Streetscape project, the Hillyard Community Development Steering Committee met and unanimously supports this grant application. Below is a summary of the "conceptual" project detail as discussed and agreed upon last night with the assistance of personnel from the firm of Sherry Pratt Van Voorhis Landscape Architects;

Project area as defined by the neighborhood will encompass an 8-square block area from Haven Street to Greene Street and from Wabash Avenue to Everett Avenue. This area is considered the downtown Hillyard core.

Streetscape scope of work as defined by the neighborhood would include the likes of new trees, tree grates, street lighting, benches, trash receptacles, paved alleys, north & south gateway signage, and a community bulletin board. SOW would also include new sidewalks with brick channel to accommodate electrical and irrigation delivery, bump outs for traffic calming, as well as, custom designed intersections with cross walks and wheel chair access. The overall theme of the improvement will be railroad motif oriented with turn of the century flair similar to the 9th & Perry project.

1st Phase of project would encompass custom intersections at the intersections of Diamond, Queen, Olympic Avenues and Haven Street. Whole street improvements will occur from the southern part of Olympic Avenue to the northern part of Diamond Avenue on Market Street, and the eastern part of Greene Street to the western part of Haven Street on Queen Avenue. Gate way signage and a community bulletin board would also be included.

The cost of 1st Phase based upon "conceptual" design drawing is estimated to be $1.6 Million dollars. The design drawing is being modified by the aforementioned firm to depict 1st & 2nd phase and should be available for distribution next week.

It is the intent of the neighborhood to partner closely with the City of Spokane in order to capitalize on the intersection, cross walk, and street improvements during the widening and re-paving of Haven Street 1st.

2nd Phase of project would encompass all of the other portions of the project area not covered above with priority given to the remainder of Market Street, then the side streets, then the alley ways. Due to the time frame on the NSC, we figure that the Greene Street elements may be the last of the improvements in order to capitalize on potential partnership there.

It is the intent of the neighborhood to partner closely with the WS Dot in order to capitalize on the intersection cross walk, and street improvements to Greene Street as the NSC construction is underway.

Potential funding sources include but are not limited to:

  • TE Grant

  • WS Dot impact fees resulting from the NSC Brownfields Grant Historic

  • Preservation Grants Main Street USA EWU identified foundations and grants Hillyard Community
    Development Steering Committee City of Spokane street bond funds or otherwise

Preliminary/Seed funding is being made available through the Hillyard Community Development Steering Committee from the following sources:

  • Hillyard Account #1653-59120-58800 $13,956.00

  • Hillyard Account #1653-59150-59500 $25,000.00

  • Hillyard Account #1653-59729-59500 $ 5,813.13

  • Hillyard Account #1653-59410-58800 $ 6,408.00
     

  • 2005 Planning Account available 7/1/05 $32,000.00 (approximate)

Total preliminary seed funding from Hillyard neighborhood is approximately $83,177.13 (available after 7/1/05)

Additional funds from the neighborhood will be considered upon deliberation of our 2006 budget cycle in the fall of 2005.

Neighborhood Leadership roles in this undertaking are defined as follows:

  • The Hillyard Community Development Steering Committee will act as the primary oversight and as an umbrella organization for the rest of the Hillyard community.

  • The Hillyard Neighborhood Council will act as the primary communications point with the City of Spokane and others as deemed appropriate.

Any of the other neighborhood partners may be called upon to fill roles which will be determined at a later time.

Neighborhood partners with the Hillyard Community Development Steering Committee in this undertaking have been identified as follows:

Neighborhood concerns pending further discussion and resolution include the following:

  • Impact to business owners during improvements

  • Business/Building owner involvement responsibility and/or contribution

  • Maintenance of trees

  • Policing of trash receptacles

  • Continued support of the Northeast Community Center expansion project

Neighborhood Action items pending further discussion and disposition include the following:

  • Establish a sub-committee within the Hillyard Community Development Steering Committee to manage this project.

  • Have discussions to determine the extent of involvement, liability and responsibility of each neighborhood partner.

  • Determine if an MOU or otherwise may be necessary with any entity involved in this undertaking.

  • Maintain the never ending search for funding to continue onto the 2nd Phase of this project.
