AN EXPLANATION FROM BOB SCARFO WSU

Attached is what I will use as a handout at talks I give regarding the Hillyard Downtown Revitalization Design Charrette.
When we first talked you mentioned having some funds available. If you can contribute any of those funds to the costs outlined in the attachment, please let me know.
I have contacted Jerry at the Senior Center, but they haven't sufficient busses to move the Rogers students. I am going to check into a commercial bus service.

Interdisciplinary Design Institute

Request for Support

Each Fall and Spring semester Washington State University Spokane’s Interdisciplinary Design Institute (IDI) starts with a two- to three-day charrette. A charrette is an intense design, problem solving process of limited duration. The charrette planned for January 11, 12, and 13 will join Rogers High School students with WSU graduate and undergraduate architecture, landscape architecture, and interior design students. Twenty-five teams of IDI and high school students will focus their creative energies on the revitalization of downtown Hillyard, Market Street retail district. Our intent is that each design team will have two high school student members.

Design teams’ high school members will be specifically charged to see to it that each team’s work includes those businesses, activities, and gathering places that would be attractive to young people, contribute to their sense of belonging and pride of neighborhood, and provide for those growth activities that that foster among young adults and children the values of responsible citizenship.

University team members, as soon-to-be professional designers, will introduce the high schoolers to life experiences that may lead them to university. The high schoolers will heighten their team mates, the WSU faculty, and involved Hillyard residents and business leaders to the contemporary needs and wishes of today’s youth.

Washington State University Spokane’s Interdisciplinary Design Institute (IDI) opened in 1989. Fourth-year architecture, interior design, and landscape architecture students come to the Spokane campus to study urban and suburban issues as they learn to work in interdisciplinary teams. Working in integrated teams, the students interact with real clients, business and neighborhood people, and younger residents. Clients have included Washington State Department of Fish and Wildlife (Sprague Lake Interpretative Center), Habitat for Humanity, East Sprague Business Association, Ritzville Former High School, East Central Neighborhood Master Plan, and Airway Heights Beautification Plan to name a few. Students learn to work across professions and public and private organizations while leaving products that strengthen the community. Recently we decided to extent the hands-on experiential learning to include local high school students. We recognized the absence of their views on life and community and wanted to give them a voice.
Charrette Costs

Design Team Prizes – cash: 6-member teams – 4 IDI students and two high school students

1st prize: 6x $50 = $300
2nd prize: 6x $ 40 = $240
3rd prize: 6x $30 = $ 180
4th prize: 6x $25 = $ 150
5th prize: 6x $25 = $ 150
Subtotal: $1,020.00

T-shirt Awards
1st Place $ 50 Gift Certificate
2nd Place $ 35 Gift Certificate
3rd Place $ 25 Gift Certificate Subtotal: $110


T-shirts:
160 @ $5.50 each = $880.00 Subtotal: $ 880.00

$7.00/person x 156 = $ 1,092 Subtotal: $ 1,092.00

In-kind costs from the Interdisciplinary Design Institute

Design Institute for time and materials for a 45 hour project.

Student Wages: 45 hours at $10 per hour $43,200
Faculty: $ 62.00 per hour per faculty member
Scarfo, project coordinator 90 hours
Wang, Brown, Blossom, Cohen at 5 hours each subtotal $6,820
Boards: Bond paper $384.00,

So, with 2 boards on bond and faculty time, WSU contributes

If someone wants to support the effort, who do they contact? Which part of this will be open to the public? Can I get involved?

I understand there is a change in the schedule and involvement?

Also, is there going to be a community input/report where we can all see what they came up with?

Yes, there is a major change in the Charette,
1. Due to lack of Bus transportation the Rogers students were not involved in this first element of the project
2.The WSU students as I understand it were not necessarily interested in working on the project on Saturday.
3.Needless to say some of the lunches, prizes etc will be set aside.
4. If there is a design for the t-shirts shirts that could be designed and made will be avail to all students at a point in this project.

After meeting many of the students, this will be very interesting. One they are really into looking at our community. I do hope that we are ready for some of their answers. I think we have not thought of some of their questions.

Super, Great wonderful, ideas ideas ideas, and this is only the beginning. The WSU students wondering the snowy streets of Hillyard. They were there to aquire the flavor of what Hillyard looks like and what it could become. Of the 80 plus students they were broken into groups of 4-5 and tasked to draw their vision of beginning of change. 22 in all were done, 22 distinct ideas, 22 opportunities for change. 22 no blinders looks at our downtown community. All of these 22 works of art are on display at the WSU Spokane campus. As a token of project the students also design a t-shirt of the event. Greenburo has been as I understand it. The shirts have an allotment for WSU and Rogers students for this multi facet event. Gary may be able sell some of the shirts to Hillyard residents. Prizes for the best depicture on art design and features will be given in Feb.

Regarding the Charette: Here's what I know

--It's one heck of a lot easier to talk to 85+ students about what we consider important issues in Hillyard than it is to judge the resulting products of their Charette.

--There were some 20 (or so) entries in the displayed presentations. All of them will be available for public view sometime soon (I understand that Marv & Vickie Peterson are now in the Hillyard Variety space, and are offering some of the real estate (at the beginning) as a display area. The Public will get a chance to see the results!

--It will take the average person over an hour, just to review the work these young people did.

--You probably won't agree with all their ideas. You will, however see some new ones that you DO agree with.

--It's a lot easier to understand something (for some people, anyway, myself included) if you can see a picture of it. Here are several hundred new, ****yzed and artistic pictures that YOU NEED TO SEE!

By the way, I took a few pictures of the Charette and its results, and posted it to a site. I think Luke or somebody will probably link to the pictures, so you too can go there and have a glance at what this event became. You'll be as impressed as we were.

In an effort to find out more about who and how you are, we have prepared a questionnaire and hope you will take a few minutes to fill it out and return it. We know you are very unique, and we in no way want to pigeon-hole you, so if any of the questions aren’t phrased in a way that works for you, please feel free to include statements you would prefer to make at the end of the survey. 15. How much railroad history do you want your community to project? (explanation, or rank on a scale from 1% to 100%)

16. In what ways do you want to be like the world outside of Hillyard, and in what ways do you not?

17. What would you really like to see added to, eliminated from, or changed in your community?

18. What do you absolutely not want to see added to, eliminated from, or changed in your community?

19. What does the community need that could be addressed (possibly in Mann Hall)?

20. Many cars park on the street when there is space on residential properties. Why is this?

21. What kind of safety and security concerns do you have?

22. Are there parts of town that people generally avoid? If so, where and why?

Change can only be implemented with the community help, and the above questionnaire is one of the tools to help speak up and take a moment to improve or voice your opinion on the Hillyard community.

On February 5, 2007 the initial work of the WSU Charette will be on public view. The location will be Hillyard Varity, Come visit the new shop. Come view the WSU first view of their thoughts of the new Hillyard. Sign in mark your thoughts and comments next to each or any of these works of art.
If you enjoy this beginning works, they are going to be in other displays throughout the community. Make your reservation to show this WSU display.

Sign in get your voting stickers, make your comments on the posters (via sticky notes) that are on display in the Hillyard Variety. Why should I waste my time even looking at these posters. The Students of WSU would like to help dear Hillyard have a vision. A vision is no good being locked in the closet. The response from Hillyard is designing the potential look of our community. Come vote, make your comments. Be part of a change for our sleepy hollow. You could be part of the Hillyard change.

How about this: let's all copy and paste the survey above to our word processing program, and then fill it out there and send on to the students? They need our help to do their work to help us out in Hillyard. It doesn't take very long, and it's important to them to get the input to do their work!
