Hillyard
Neighborhood Council
Meetings are held at the Northeast
Community Center, 4001 N. Cook Street,
at 6:30 P.M. on the third Wednesday of
every month. Visit a meeting and find
out what we are doing and the kinds of
issues we are addressing. Join the
Hillyard Neighborhood Council. Becoming
a voting member is as easy as attending
three consecutive meetings. Get involved
in helping to shape the future of our
community during this, one of the most
exciting times in the history of

Greater Hillyard Business Association

The GHBA meets upstairs at the Bluz at
the Bend restaurant at Illinois and
Market, at 6:30 P.M. on the second and
forth Wednesdays of
every month. Come check out a meeting to
find out about events like Girl's Day
Out and the Hillyard Holiday Festival or
one of the GHBA's programs like the Mann
Hall Notice of Interest to turn the
decommissioned reserve center into an
economic development community center or
the Historic Hillyard Downtown
Revitalization Project, or just come to
meet your civic leaders and fellow
business people. All are welcome
to attend.
COPS Northeast
The mission of Spokane Community
Oriented Policing Services
(C.O.P.S.) is to provide a safe
community environment and, in
partnership with the Spokane Police
Department and the Department of
Corrections, provide services to
neighborhoods that improve the quality
of life in the entire community. Spokane
COPS oversees numerous programs aimed at
reducing neighborhood crime.
COPS NE
celebrated their 11th year in the
Hillyard in 2004 and are still very
active and dedicated to helping the

Hillyard
Festival Association

We promote the Hillyard neighborhood
by raising citizen awareness and
involvement and encourage community
improvement and development through the
goodwill of residents, businesses, and
organizations in the Hillyard
Neighborhood by staging celebrations and
events.
Hillyard Kiwanis Club
Kiwanis is a community service club and
organization of men and women dedicated
to serving the children of the
world...starting in Hillyard.
The
Hillyard Kiwanis meets every Tuesday at
noon at the Eagles on Lidgerwood, north
of Francis. 100% of the money we raise from the
community is put back into the
community.

Alliance (SNEDA) is a
neighborhood-based, nonprofit
organization that aims to help
businesses improve their profitability
and create jobs. We do this by
connecting businesses to existing
resources and providing financing to
entrepreneurs who have been unable to

The
Northeast Community Center Association (NECCA),
a non-profit, neighborhood organization,
strives to improve the quality of life
for residents of Northeast Spokane, with
emphasis on social, health, economic,
education, and recreation needs.

A.S.B. Video Update Debut
Hillyard Senior Center
The Hillyard Senior Center provides a
full spectrum of recreational, social,
cultural and nutritional programs and
services for older adults age 55 and up.
Classes are offered in cooperation with
the Community Colleges of Spokane and
include ceramics, china painting,
creative writing, aerobics and arthritic
exercise. Other fun recreational
activities offered include bingo,
pinochle, game day, monthly birthday
parties, socials, dances and many other
monthly special events. We also offer
health related services like blood
pressure checks, foot care clinics,
massage care, and health screening
workshops. Our day and overnight trips /
tours offer great educational and
recreational opportunities for
individuals interested in traveling.
Senior Nutrition lunch meals are served
hot Monday through Friday at Noon.
Yearly memberships are $10 per year and
include a monthly newsletter.
Transportation is available in our local
pickup area.

Northeast Youth Center
The NEYC
provides programs for children during
the school and summer months, such as
the Before and After School Camp, and
the University of Fun Summer Camp.
The Northeast Youth Center is a program
through the City of Spokane's Parks
Department. It provides a wide variety
of youth and adult recreational
services. Many of the programs are
conducted through the Youth Center's six
"Satellite Centers", conveniently
located in elementary school gymnasiums
throughout the Northeast Neighborhoods.
The Northeast Youth Center also provides
Youth Employment Services.

Spokane Skills Center
The Spokane Skills Center first opened
its doors in the Fall of 1982. It is
operated by Spokane Public Schools, and
is governed by an Administrative Council
consisting of the superintendents of the
nine consortium school districts whose
students we serve, allowing junior and
senior-level high school students the
opportunity to attend Career & Technical
Education courses that are not available
at their high schools. There are also
several non-consortium school districts
that have agreements with the Skills
Center.
In addition
to earning 1½ high school credits per
semester, many programs at the Skills
Center provide both paid and unpaid
internships for students. Students have
the opportunity to earn program and/or
industry-recognized certifications and
be able to enter the community college
system with advanced placement standing
and/or college credits through
articulation agreements with the
colleges.
The purpose
of the Spokane Skills Center is to
prepare students with career entry
skills and knowledge by creating a
quality learning environment, which
simulates the professional-technical
world of work.

Esmeralda Golf Course
One of four City courses, constructed in
1956, that is located in northeast
Spokane. Esmeralda offers open space and
flat fairways lined with over 2,000
trees. The combination of attributes
makes this superbly maintained course an
easy one to break 100 on and tough to
break par. Seniors and beginners find
Esmeralda a great haven and help to make
it Spokane's most played municipal
course with par 70, 6,249 yards.
Esmeralda's layout lends itself to all
levels of golfing skills.

Spokane Neighborhood Services
The Office of Neighborhood Services, in
order to foster a sense of community,
will coordinate with service delivery
systems, promote and engage citizens in
dialogue with the City of Spokane,
evaluate neighborhood strengths and
needs, and advocate for change, where
necessary, in order to improve the
quality of life for all in Spokane.
Hillyard Steering Committee
(part of Spokane Community Development)
The Hillyard Steering Committee used its neighborhood allocation of Community Development Block Grant funds to provide irrigation lines to a community vegetable garden, adjacent to the Northeast Community Center. Many other CDBG-funded projects and programs of the Hillyard Steering Committee are in progress.
