Initiative backers don gag, cuffs in protest. Eyman, others say bills would curtail citizen input.  Initiative promoter Tim Eyman, and associate Mike Fagan, of Spokane, showed up to a state Senate hearing Thursday in jail-inmate jumpsuits and chains, with duct tape over their mouths.
